Online deliberations on the future of tax

HVM is working with Demos on a public deliberation about the future of our tax system funded by the Standard Life Foundation. The project is unique in three ways - it:

  1. Is the first time citizens have been involved in deliberative discussions on how more income can by generated from taxes over the next 15 years

  2. Has been rapidly and purposefully re-designed in the light of the Covid pandemic to be delivered online

  3. Makes use of a tailored online tax calculator so that participants can test and revise their thinking having understood the impacts of their conclusions on various levels of earning by using a ‘who wins who loses?’ visual

We are currently in the middle of the process. We are working with 56 participants recruited from the North East of England, London, Glasgow and Cardiff. Each group is supported to take part in four workshops of 2 hours each. The process flow is set out below.

It has been so impressive to work with participants who have embraced the online process, taken part very willingly in the homework and in some really creative and fascinating discussions on what could be done to generate more tax income. The workshops are completed by the end of July. Demos will then reflect on citizens’ views to create their findings report to be produced in the early autumn.
